EN 131 is obsolete

Technical Standards for portable ladders (e.g. EN 131, 14183 ecc.) and standard certifications are obsolete and without legal obligation since agreements between member countries of World Trade Organisation (WTO) have been activated, especially the Agreement on Technical Barriers to Trade (TBT). Since then neither private organisations nor public institutions in WTO countries are allowed anymore to prescribe how to design, to produce or to distribute portable ladders if it is not demonstrated with scientific evidence, that non-application of a technical description, advise, instruction or ladder standard will damage personal health or national security; technical standards for portable ladders have become obsolete because of insufficiency of scientific evidence which makes it impossible to conduct risk assessment of single products. – More -

Mit in Kraft treten der Vereinbarungen der Mitgliedsstaaten der Welthandelsorganisation (WTO) gegen die Einschraenkung des freien Wettbewerbs und Handels durch technische Normen – insbesondere “Agreement on Technical Barriers to Trade” (TBT) – sind die alten, am Produkt orientierten Regeln und Normen fuer die Sicherheit tragbarer Leitern und Treppen ( z.B. DIN-EN 131, etc.) obsolet geworden und duerfen nicht mehr als gesetzliche Regeln verwendet werden, solange nicht wissenschaftlich stringent nachgewiesen ist, dass technische Normen, Konstruktionsbeschreibungen oder Bedienungsanleitungen fuer tragbare Leitern und Treppen bei Nichteinhaltung der Gesundheit schaden oder zu einer Beeintraechtigung der nationalen Sicherheit fuehren. Da diese Nachweise fehlen, ist auch die Zertifizierung von tragbaren Leitern und Treppen nach den vorliegenden Normen innerhalb der WTO-Staaten fuer eine gesetzliche Regelung der Sicherheit im Umgang mit Leitern obsolet geworden. Gli standard per scale (UNI-EN 131, 14183 e.a.) sono diventati obsoleti con i regolamenti per il libero commercio della World Trade Organization (WTO), in specie lo “Agreement on Technical Barriers to Trade” (TBT). Secondo i regolamenti del WTO, tutte le norme e gli standard per scale portatili sono senza valore per la sicurezza e perciò senza alcun obbligo per il produttore, venditore e/o utilizzatore finché non è stato dimostrato con evidenza scientifica, che la loro non-applicazione comporterebbe un danno alla salute o alla Sicurezza Nazionale. – Altro -

Les normes techniques, comme p.e. la norme EN 131 et les certifications sont obsolètes et sans obligation légale, depuis les accords entre les pays membres de l’Organisation Mondiale du Commerce (OMC) ont été activés, en particulier l’Accord sur les obstacles techniques au commerce (OTC). Depuis, ni les organisations privées ou institutions publiques au sein de l’OMC plus les pays sont autorisés à prescrire la manière de concevoir, de produire ou de distribuer des échelles portatives si elle n’est pas démontré avec des preuves scientifiques, que la non application d’une description technique va nuire à la santé d’une personne ou la « sécurité nationale ». C’est pourquoi les normes techniques applicables aux échelles portatives, sont devenues obsolètes en raison de l’insuffisance de preuves scientifiques. – More -

Banish dodgy ladders

HSS Hire, the British tool and equipment hire company, has announced a significant increase in the number of ladder sales, as part of a joint ladder exchange campaign with the Health and Safety Executive (HSE). The 2008 ladders ‘amnesty’ has seen 77% more ladders purchased than during the same time in 2007.
HSS joined forces with the Health and Safety Executive (HSE) for a second year running in order to remove as many ‘dodgy’ ladders from the UK’s homes and workplaces, offering to reduce the cost of a new ladder by up to 50%, in exchange for old ladders being brought into its stores. As part of its ongoing commitment to the environment, HSS also arranged for all of the old ladders to be recycled.

- China is the key driver (38.1 %) of global production in 2007
- Fiberglass is not recyclable (1) Crushing and granulation is one possibility but commercially non proven. (2) Tests have shown that it is technically possible to break down the molecule chains in uncured polyester by pyrolysis, and then reuse the resulting product as new polyester raw materials. However, pyrolysis is not currently financially viable.

“Acciaio Domani”

At September 6, 2006 the City of Udine opens its parks and streets to “Acciaio Domani” a future oriented exposition of new steel products, samples, designs and artistic models. The exposition is sponsored by the Friaul Industry Organisation (Assindustria) and represents its top products in the hall of “San Francesco” near the Udine Cathedral.

You will find there the new SKYLAX telescoping ladder “City Star“:
· the first dielectric aluminium ladder for works up to 1000 Volt a.c.
· shiny red colour
· stronger than resins, no cracking, non flaking, no blistering
· highly resistant in salty environments
· clean, dry and hygienic (HACCP, coating FDA approval)
· electrical resistance tested with 10 thousand Volt a.c.
· mechanical abrasion tested with 600 working hours

Hereafter some technical characteristics of the new type of ladders:

Shop “City Star Insulating”

1. For electrical utilities (low voltage)
- best for electrical utilities up to 1000 Volts a.c. e.g.:
- power, instrumentation and telecom works; access and works with remote control and alarm systems, structured cabling systems, vehicle & marine tracking systems, public address systems, telecommunication towers & monopoles, sub-station works, works with transformers, generators; total aircraft Care and helicopter maintenance;

2. For applications in food, drug, clean-room, HACCP fields
- brilliant surface
- no water absorption
- no absorption of grease
- no aluminium oxidation
- coating FDA approvals (food and water)
- coating very low toxicity on burning
- substitute steel ladders

3. For Firemen
- signals thermal chock exposition by change of colour over 315°C / 600°F. Aluminium alloys used in ladders are high tensile alloys for lighter weight and greater strength. Because of this, these alloys have been heat treated when manufactured to get the aluminium to its final tensile strength. If the aluminium ladder has been subjected to extreme heat exposure – even for a brief period -, the load capacity may be reduced even though the aluminium would show no sign of any change. Aluminium ladders with SKYLAX STAR-coating indicate any extreme heat exposure of aluminium. Other characteristics:
- non slip coating
- with soft and warm touch feeling
- heat insulating up to 90°C
- all burning parts (PVC-feet, PA-rung covers, PA-handles) can be replaced manually in field
